Form Ignores Page Context

I have an action button on a Board page that opens a form which creates a new list member and populates some line items in a module.  The context on the form does not sync with the context selected on the page where I clicked the action button.  (Instead, it appears to revert to the first value in each selector.)  I don't see a way to sync the selectors that appear on the form. Is this by design?  Am I missing something?  Any suggestions?
