Have an option for action buttons to only be clickable is a defined criteria is met

as a model builder, I want to be able to publish an action to a dashboard for my end user to run, for example, an import.

I only want this action to be selectable if certain other criteria has been met (for example, a boolean is checked confirming all relevant information has been entered)
