Level 2 Model Building: Sprint 1, 1.3.3.2 Nothing is imported to the flat list

Following the "1.3.3.2 Import Data into Country Flat List" of the Level 2 Sprint 1 modeling building. I cannot import CSV files to the county's flat list. Please refer to the screenshot for steps and details.

Since the list is very small I can easily do it by adding manually, however, since this is a tutorial I would like to know why it's "failed".
