Recently I started analyzing on Sales forecasting app from app hub. I didn't understood the concept of vice president, Area Manager and District Manager. And also their target value is same in Quarterly Rep target module.

I think its based on the access. I assume since you are analyzing the app you must have given yourself full access.
Ideally DM user should have access to few members of Territories (A3)
AM user should have access to few members of Regions (A2)
VP user should have access to few members of Geo (A1).
Hence, based on the access you will see different numbers for different level of users.
