Apply conditional format on Top Level Item

Hi all,

Can someone teach me how to apply the conditional format to only the Top Level Item?

Picture below is showing that I am trying to highlight the lines that that not equal to 100%(I have a line item with the equation that if total All Station is =1 then 0 else 1). But I only want to apply the condition format to the Top Level Item, which ic All Station in this situation. Can someone share some pointers on how I should approach with this?

    Thanks Rob, that was a great start.
    On top of what Chris had, I created additional line items so that I only highlight the % that are not equal to 100%, here is a screen shot of what I did:

    My Conditional Format is based on "Test 3" line item, I will be trimming this module to reduce line items.
