Not sure if this makes a difference but sometimes you need to clear the cache in Chrome.

You might also try obtaining the file using Edge. But both those links work properly.

I just checked all the links to Resource files in the course, and they all open properly. When you click a link in the Resources tab, it should open as a pdf in a new window and then you can download it. You might try refreshing your browser and/or clearing your cache if you continue to have problems.
