Is it possible to change the Create, Read, Update or delete policies on the Tenant Admin Role ? For example, we would like to uncheck the Read functions (User, role, etc) for the Workspace admin.

Yes, You are right. We can not change the roles. Roles are predefined and we can assign based on the requirement.
