Ability to add .txt file to a Revision Tag

I think it would be beneficial to have the ability to upload attachments to a revision tag as supporting information for a development change.

It would not need to be any more complicated than uploading a .txt file against each revision tag.

Currently, we have the ability to add a title and description for each revision tag, but if a user wanted to record a log of the changes, made in each revision, with a more granular level of detail (i.e new modules, line items, formula changes, reasons for them, testing dates etc.), these fields are unsuitable and they would have to store offline.

This change would help with the auditability and understanding of a model change, particularly when a number of model builders are working on the same model.
