Allow customers to reset list entity index by themselves

Description of the enhancement required 

Allow customers to perform list entity index reset for their lists that encounter "IllegalArgumentException: Maximum entity index value is 999999999" error. 


A story for why they want the enhancement, (how would it help their business process) 

Anaplan support needs to cooridate with customers on a downtime window for the reset to occur. This includes the prerequisite from customer that they need to remove all their list items from the affected lists and ensure no activities on their model.
This is often time-consuming and prone to failures, failure examples include:
1) setting the model to inactive is useless unless there is absolutely no interactions to customer's model during given downtime window.
2) Customer forgets to remove all their list items from affected lists.
