Force the API cell read to include Row Header Labels.

When using the data read API, any row dimensions do not have headers. This is an option in the Export tab when using the UI. When trying to process the results via code, I have run into issues a few times where this is a problem.
Please consider always including the row label headers or at a minimum provide a setting to turn them on or off..
