Option to insert action before or after

Currently when I create an actions from within the Actions tab I only have the option to add this at the Start or End of the list of actions.

It would be very useful to be able to select an existing action and use the 'Before' or 'After' functionality that exists when creating module or lists.

This would save a lot of time when amending existing processes and actions
