Tenant Admins do not see all users in Administration if they also have the Encryption Admin role

If a user has both the Tenant Admin and Encryption Admin role, they may not see all users which belong to their tenant within the Assignments screen in Administration.

Remove the Encryption Admin role from the user,

Note: If this role is needed, contact your IT department to create an email alias for you that you can then grant this role to.
