Seems your E1 Department list and G2 country lists are not populated.
Please update/populate the lists first then run this action.
You could check this in the tab of E1 department and G2 Country, Whether the list is getting mapped with the data you trying to import.
Pls. check each tab in import action. It will help you mitigate/find the errors directly.
