ANAPLAN level 1 , level 2 and ANAPLAN way

Could someone explain why a fee of $1500 is being charged when there is open course available as in the first attachment by the organization

Level 1 is free when following it online via Anaplan Academy. However, it is not free of charge while taking 3-day instructor-led course.
