Do anyone know about the cost and time it takes to enroll Optimizer functionality for a project

I suggest that you contact your Anaplan business partner on the cost element.

As to time taken to bring Optimiser onto a project - as long as you know your constraints and what the formula is that you're trying to solve it's a fairly straightforward exercise.
