Yes, you can create a waterfall chart from the existing data but waterfall depends on the summary of the line items

Waterfall charts work down line items and you will need most likely need to create a new module where you can reference each movement that you would like to include in the waterfall chart.
See how the line items take the actuals and then each variance to bridge the gap to forecast.
You could use a line item subset to map these into this module.
When setting the pivot ensure that all dimensions are placed as context selectors with your line items as rows;
Once set update the chart options so 'First Item as Total' is activated. This will change the 'Actuals' from green to grey as it is a total.
Once complete publish to the chart card.
