Would probably store the files in SharePoint or similar and then use the text card with URL links.
Can't natively store files within Anaplan.
Alternatively, you can create a module with a view which has the structure of the file you want to use as data-load template.
So, when a user exports the view to excel, because of the structure you have given to that view (dimensions on rows, columns and so forth) that user will be effectively downloading an excel template that he can populate and load back into the model.
