I need help on knowing what are best practices for inputting percentages that are assigned to each item of my list. I do not know if I should do this as a Module, or should I just create a List Property that holds the percentages?

You need to describe the task in more detail:
1. Can these percentages be anything or is it a rigidly limited list of options?2. Are they assigned to one list only, or can they depend on time/percentages and other lists?
The default will really most often be a SYS module (properties module) where other list properties are set.
