In New UX, is there a chart type can show like below? to show employees summarised by band level, HC numbers in the middle and % on the left side.

By default I don't think so, that we have pyramid or reverse pyramid type of charts in anaplan

Unfortunatelly not, at least not identical layout. To do something like this, you can create bar chart (and users can toogle between Value and % using selector):
