Rounding Currency Rates

When I import a .csv file, the values are rounding in the module.
I have checked the layout and the row is set to
NUMBER with Decimals set to true.

Why is this rounding the values that are imported?

Helps to look at the different Currencies instead of just United States Dollar. I pivoted the view and it is correct as is.
