My actual and forecast values are showing the same output. My forecast values should be different as seen in the example, but I can't figure out how to show the different output for the forecast values.

Check your SYS09 Version module and if the booleans are matching with the screenshot. Then you are good to go.
Currently the values in your Forecast is showing the values for actuals and the actual value for the actuals. So if the Version is true there you will get different values in forecast which will be from REV03 Margin Calc Module else the Actual value which comes from Data01 P&L Actuals.
