Is it possible to add a week in the model calender for a new year without adding a new year in the time settings.

You can add a week for the past year, at a lineitem level, but can't add a week to the following year. Refer Brought-Forward in this link
While time range is an option to limit it to minimum one year, rather than expanding the whole model by a year, I would suggest to choose between time-range and model time settings depending on your use case, as only those two are the available options for future period (in case of using native time).
