Order list item action needs top level access

Hello,
Since the last release (15th july) my users can no longer initiate order list action.
It appears that it is necessary to have access to all the hierarchy to launch the action. Nevertheless each user can have differentiated rights.
Is this a know issue ? Will this be fixed in the next release ?
