Can Ragged Hierarchy be a composite hierarchy without balancing?

If I have a hierarchy that is technically ragged in structure.

  1. In the anaplan "book" is it acceptable to use a composite hierarchy, assuming I balance the hierarchy?
  2. If "balancing" the hierarchy is omitted as a solution, is it impossible to have a ragged hierarchy without balancing?
  3. Is keeping a ragged hierarchy as a flat list a possible solution?
