Is it possible to have a boolean that once checked, cannot be unchecked?

Hi,

I am trying to build something for a support ticketing dashboard. I would like to have a "Submit?" boolean line item. Once this line item is checked, I want it to be locked so that they cannot uncheck it.

Any ideas?
