I think your formula is missing something as it does not make sense to pick just a half-year value from a line item called "Weekly Safety Stock". But I will explain at least that one:
HALFYEARVALUE formula works in such a way that it picks value from the source line item on the half year level and brings it lower. For example, for months Jan to Jun it will take the same value from H1. So it does not make sense to set Half Year in time scale settings (what you see as a small table icon called "subsidiary view", read in anapedia about it) . Bring it back to weeks. And if you added summary as i mentioned in the other your question, then you should see the results.
