Please can anyone clear my doubt regarding group level in insurance app and what is the work done by the group level finance manager.What covers under the group? Is it region or something else?

As with any application on App Hub, it is best to use it as a template for ideas and not a plug and play application, as it will likely not fit your companies metadata (you may have more levels in the hierarchy list, different dimensionality, contain functionality you may not use, etc.). I would suggest, if you are the tenant admin, to download the free app and take a test drive of it, explore it, see what works for you, what doesn't work for you and then create your own model based off your requirements.
