1.3.15.3 shows an example process that loads all flat lists of a hierarchy-to-be and then loads related system modules to that module, and then asks the student to take note of the order.
1.4.6.3 follows a parallel process, but the example does not load all lists, and then all modules. I recommend that either the order of 1.4.6.3 be changed to reflect the order exemplified in 1.3.15.3 or that additional language be added to 1.4.6.3 and/or 1.3.15.3 to more explicitly explain where best practice provides freedom.
1.7.3.3 may also need updating in parallel.
