and add this function to a dashboard?

In the dashboard you have shown the button looks to be a process which has been published.
If you want to create an export action you would go to your source module, create a view of data. Run an export action from the module and tick the option to save the export.

Once you have saved the export action, you go to the Actions menu, in there create a 'Process' and put your export action into this process. You can then publish the process to a dashboard.
Alternatively if you just wish to update the existing process that is on the dashboard you could edit this process and swap in your new export action.
