Add ability to set comments as NOT specific to context selections
Description: As a Page Builder, I would like to have a toggle with two options: Comments are specific to context selections / Comments are NOT specific to context selections.
Benefit/use case:
1. I can't use comments with a card if it has Users List as a dimension. It's not possible to see comments from other users in this case. I can only see my own comments.
2. It might be difficult to find comments if there are several lists at Context Selector.
