New UX - Enable page builders to adjust the length & position of action buttons

As a page builder, it would be useful functionality to enable page builders to adjust the length & positions of action buttons, helping us to build more meaningful and streamline pages for our users!

In it's current format, the system-driven formatting of the actions limits us to where we can place actions, and does take up some valuable real estate! (i.e., an action has to take at least 2 columns on boards)
