Offset Formula Help

I am unsure what went wrong, but my Offset formula for FY20 is no longer populating. I had it working previously, but I don't know where I went wrong. I've been using the appropriate formula for calculating it and triple-checked the SYS01 it was pulling from. I was confused when my FY21 values weren't showing up in the following activities, but it turns out I just wasn't there yet. 

 

Formula used: 

IF 'SYS01 Time Settings by Week'.1st Forecast Year?' THEN OFFSET(Volumes, -52, 0) ELSE 0

 Instead of Volumes, -52,0 put Volumes,-52,1
