Improve Functionality when adding an Action to a Process

Currently, when a Builder is adding an Action to a Process, the added Action is always added at the bottom of the list of Actions in the Process. This results in the Builder having to move the Action up the list, clicking the up arrow over and over. There is no drag function.

Request: give the same ability that the Builder has when adding Line Items during Reselect Line Items. The Builder is able to:

1. Select the Line Item to be added
2. Select a currently added Line Item
3. Click '>'
4. the #1 Line Item is added directly below the #2 Line Item

If we had this ability while we Edit a Process we could use a similar sequence to Add an Action to the proper spot in the Process.
