Conditional Formatting using "Relative Values" and Operators

It would be nice to have the option to use operators in conditional formatting.

For example, at the moment, we have the option to decide which line item we would like to apply the conditional formatting against, and the option to use values from another, or the same, line item. However, we need to determine the "absolute" minimum and maximum values to determine wether the formatting would apply or not.

What would be nice is to be able to use "relative" values. For example if we decide to use values from another line item, it would be nice to be able to indicate to highlight (using an example from the image below), the Current Hours if they are greater, or less, than the Prior Year Hours.

I think this could also help minimize the need for additional line items just for conditional formatting.
