why are the values not rolling up to parent by default in attached photo

Those members are orphans (not rolling up to a parent), look at the Parent column. Fill in the parent column and they will roll up.

Are those members actually rolling up to the top member in the list or are they orphaned (no parent)?

They are rolling to the top member in list
