Based on my experience, I think a mature COE will have a Scrum Master to define the scope and acceptance criteria of the user story. Master Anaplanner/ Solution Architect to design the solution, Model Builders to develop the solution, Product Owner to provide requirements. A mature Center of Excellence (CoE) typically has well-defined processes, established best practices, and a strong governance structure, allowing it to effectively drive innovation and support strategic initiatives. In contrast, a new CoE may still be defining its objectives, building its team, and establishing its credibility, often leading to a more reactive approach rather than a proactive one. Great insight into setting up a mature COE with clear roles! Defining scope and criteria with a Scrum Master and ensuring seamless collaboration between the Solution Architect, Model Builders, and Product Owner is definitely the way to go.
