In terms of responsibility, how does a mature COE differ from a new one?
Based on my experience, I think a mature COE will have a Scrum Master to define the scope and acceptance criteria of the user story. Master Anaplanner/ Solution Architect to design the solution, Model Builders to develop the solution, Product Owner to provide requirements.
