Not understood fully, but Anaplan COE has a mix of people, from scrum masters, to product owners, to Model builders & Master Anaplanners/Solution Architect.
The definition of a CoE will flex based on your companies needs and the way that you align around the work. In a federate model it might look more like a community of practice (CoP rather than a center of excellence (CoE) - all builders are part of the CoP. The objectives are to learn, grow, and create meaningful networks that help your teams to capitalize on shared knowledge. There may be less focus on centralized governance and the CoE leader takes on more of an advisory function.
Model builders in federated Anaplan departments count as a part of the CoE. They are not a part of the "Core" CoE.

Members of federated CoEs are a part of CoE, but not Core CoE.
It's not advisable to have fully federated CoEs. Even if each CoE has its own data hub, there should still be a small core CoE. This core group should include IT members to handle integrations and a few other members responsible for setting high-level modeling standards, monitoring workspaces, maintaining audit model, user management model, hypercare reporting model, etc.
According to the CoE Governance and Ownership recording, Anaplanners in federated Anaplan departments do not count as a part of the CoE.
