Within a list, is it possible to create a list subset based out of formula to exclude ticked booleans from other list subset of the same list?

If you want to create a new subset of a list from an existing subset which has items not selected in the existing subset, you will need a 2 action process. First you should create a module with the original complete List, create a boolean line item that can be imported using the list subset. Create a new boolean line item as NOT() of the existing boolean. Import the new subset using this new line item. List subset cannot be directly loaded directly using a formula.
