Currently only Workspace admin can promote changes to another environment

Use Case: - In Anaplan only workspace admin can promote changes to one env to another e.g. dev to uat to prod. There should be a role for devops activity like change management etc.

Problem: - For security point of view there should be proper segregation of duties (SoDs).

Workaround: - No workaround

There should be new role to be given to users
