What are the steps for building a model?

I got this question for level 1 exam.

I went for the following order:

Step 1. Build centralized dimensions in the model (time, version, lists)
Step 2. Build Modules in the model
Step 3. Import data into modules
Step 4. Create User Experience pages or classic dashboards
Step 5. Set user access and permissions for the model

This is the order I went with during the training and seems to me to be the right one. However, the answer is not right

Pagination in Management Reports Without splitting Parent Blocks
