"Edit From" and "Edit To" in "Versions" don't prohibit users from importing values to that time peri

Description of the enhancement:

The RFE would be to disallow users from importing into a timescale that they cannot edit. 

 

To reproduce:
1. Create a module with "Versions" and "Time" as dimensions.
2. In "Settings"->"Versions", change the "Edit From" to "Feb 16" on the "Actual" version.
3. Back in your module on "Actual" version, you'll notice the "Jan 16" time will be uneditable.
4. Create an import into that module, with a value for "Jan 16" in the source data.
The import will modify the value for Jan 16.

 

 

Use case:

To lock users from editing a specific time range of a version.
