Enhanced Textbox Styling & Formatting Options

I would like to be able to apply common styling to text in text fields to help me provide end users with a better user experience. Specifically, I'd like the ability to change the size of the text field itself, the text alignment, text color, font, style, size etc.  Also the ability to turn off the auto-appearing scrollbars would be nice.

We aren't going to change this in dashboards, however, we have most of these option in the New UX.
