There is a current inconsistency between the order subsets are shown in the applies to dialog and the order in the general lists screen
The order subsets are shown in the applies to reflects the order in which the main lists were created, not the current order within general lists, however, the order of the susbets within the list do reflect and re-ordering that happens within the subsets screen
