Be able to toggle the users list visibility for non-WS admins - Ex : Userfriendly Comments option

By allowing the display of the Users list to all users, this would open up additional functionality possibilities!

Like creating a userfriendly Comments option without any administration maintenance.

NB : Today the parameter “Show All Users: On” is only impactinf workspace Admin user.

Please add this to the roadmap.  Being able to use the Users List as you would any list is a great feature.  But only allowing WS Admins to see it kills the vast majority of the usefulness.

I agree with @BrentOrr , this is badly needed. Also, this limitation should probably be indicated in the "Work with the Users List" Anapedia article:
