I am unable to see the optimizer option in New Action.
Please help me for the same.

Take a look at this page on Anapedia: https://help.anaplan.com/anapedia/Content/Modeling/Optimizer/enabling-and-using-optimizer.htm
You need to have the Enterprise version of Anaplan, and you need to have the appropriate settings in Tenant Admin.
