I am trying to rank based on concatenation of two dimensions and rank doesn't seem to be working.
However, when I remove "group by" condition from rank formula, it ranks. Why is it so?
Can somebody explain please?

The group by column has different values for all the list items. That means there is only 1 item per group element. Hence, the rank becomes 1 for each of them.
Please revisit the grouping and it should work.
