How can the Time (e.g. FY20) be brought up as Page Selector?

Multiple ways, simplest is to
Go to Published module and Use "Publish Page Selectors to Dashboard Option". Note: It will publish all page selectors but you can get rid of other page selectors from the dashboard if you don't need them .
