That is just normal software nomenclature. For instance Python is currently on version 3.8.5
The same concept applies here

v1.3 of the API uses the API documented here: https://anaplan.docs.apiary.io/#reference (Major version 1, minor version 3)

v2.0 used this: https://anaplanbulkapi20.docs.apiary.io/# (Majot version 2, minor version 3)
