The time scale in the CSV is not matching with Anaplan time scale.
1. In the import action, Time tab >> Select Periods >> Y-M >> OK>> RUN Action.
2. If it still doesn't work then in the Time tab , Type YYYYMM in Custom Fixed Pattern Cell provided.
Attached is screenshot with highlighted in red for step 1 and Green for step 2.

The "Fixed-position patterns" also has the YYYYMM time entry. Thus, no need to use the Custom fixed-position pattern cell to specify the time.
