That is, deliver personalized conversations at scale anytime, anywhere, and on any device using multilingual natural language processing (NLP) technology.

Ah, bummer. Short answer is no. Closest thing would be workflow and a customized tree based on responses, but they all have to be preset - not very intelligent. Below is a screenshot of a survey I created. You could take that one step further and take action based on the score. In my case it decides if the user is ready for Anaplan. Each dropdown is unique but it scores/weights each response.
One robot technology I've seen that is relatively inexpensive to implement and requires no programming whatsoever is Lokibots. Plays well with Anaplan since it can consume the Anaplan RESTful API's.
